Circumstances:	This cat has been sitting on my fence post for several weeks now day and night. I wasn't worried in the warm weather but it is still sitting there 24/7 throughout the heavy rain. Won't come into garden to use the box I've put out for shelter. Although not timid. Looks sad. No collar.

I have found the cat's owner - a neighbour - the cat is called Starsky and has dementia. She goes home for food every morning,
