Is the collar really old? Any chance you could take to a vet to scan for a microchip? If not you may be able to get a volunteer to come out and scan for you. Look up a Scanner Angel (sorry don’t have the link to hand) hope you find the owners and is not abandoned.

Hi Reggie, The collar is old and does not have any personal details. We are taking him to the vet on Tuesday to check for a chip.
