Circumstances:	He was sheltering under a cardboard box from the heavy constant rain. When we called him, he came meowing. He was very hungry when food was given. He hasn't left the site. Hes very cautious. Unsure how long hes been outside in the rain for. His eye had some discharge. Hes sheltering under a chair with blankets currently.
