Circumstances:	I could not stop because I was driving to my work. He looks like lost.
Other info:	I was driving to my job in Oxford at 5:10 am this morning and saw a black dog wearing a dark collar next to the main entrance of Bicester Garden Centre

The local dog warden has informed us that this dog is now safely back with its owners. Many thanks for reporting this sighting.
