Circumstances:	The cat was originally in the area in March for a week, the elastic collar had gone under its front leg and it was crying. It disappeared and has come back this week. The collar is still under its leg and it is all tattered so I don't believe it has been home. Today the cat was on the fence in my back garden and I tried to get it to come to me by shaking a bag of cooked chicken. It did and I did feed it but unfortunately couldn't get the collar off. It is around the area often as the houses back on to a large empty area of grasses and trees. It seemed healthy but hungry and distressed. It could move well.
Other info:	White cat with a green elastic collar on with bell on it. Long hair.
