Circumstances:	It was found by someone I know about a month or so ago. The finder has been feeding it almost every day. It seems scared of people.

Take the cat to a vet. It will be too cold and wet for it to be outside

Thanks, Holly, I'm kind of in the middle here, doing everything I can remotely. Hopefully the situation is coming to a point that is closer to solution now. If you have capability, however, to take the cat to the vet sooner, please let me know.
