Chip details aren't up to date. Previous chip details have been contacted and new owner contact was given. Repeated attempts have been made since Sunday by vet practice to get intouch with new owner but they haven't responded. Chip isn't flagged as stolen. Hes a beautiful pup with a very loving temperament, looked to be well fed and cared for so struggling to understand why he'd be left tied to railings. Hoping to gain information on pups history so if anyone has any information at all it would be greatly appreciated
