I know there are obviously LOADS of black cats around Bicester, I own one myself, so I don't want to get up false hope or waste your time. However, when on a walk at 7.30am this morning, I saw a slender black cat at the bottom end of Fairford Way. It looked similar to your cat from the photo but wouldn't let me get close enough to see if he has white chest hairs. May just be worth a visit down there to call for him? Good luck.
