Circumstances:	This dog was with an old homeless person sitting outside Cooperative. I asked him how he got this dog he said was rescue. I'm sure the poor one has been stolen. Could not see him whole as he was under a blanket

I am confused has the dog been found and at Battersea dog's and cats home, or out 9n the street with a homeles man ? I ask as it must be chipped so why can't the owner be found with the chip company ? I would like to share on nect door app Facebook Instagram. But I will be asked the question I am asking 🤷🏻???
